Freeze-thaw is the real test
Water that gets into a surface and then freezes expands, and does so repeatedly through a North East winter. That cycle is what widens a hairline crack in tarmac into a pothole and what pops the face off a poor-quality slab.
The defence is drainage. A surface that sheds or passes water quickly is far less exposed than one where water sits.
How each surface performs
Tarmac is robust and copes well provided it is not left with standing water and cracks are sealed early. Block paving handles freeze-thaw well because the joints allow tiny movements without cracking, and any damaged unit is replaceable.
Resin bound on a permeable base performs strongly because water passes through rather than sitting on it — but it depends absolutely on the base staying rigid and free-draining. Porcelain resists frost damage well thanks to its low porosity; sandstone is more porous and benefits from sealing in exposed positions.

Clay ground changes the answer
Clay holds water and moves seasonally. On a clay sub-grade, deeper excavation, a geotextile membrane and a well-compacted stone base matter far more than which surface goes on top.
This is why we always want to see the ground before recommending a surface. The same material can be the right or wrong answer depending on what is a foot beneath it.
Winter habits that help
Keep gullies and channel drains clear of leaves before winter so water has somewhere to go during heavy rain.
Use rock salt sparingly, avoid metal shovels on decorative surfaces, and get small cracks in tarmac sealed in autumn rather than after they have taken on a winter's worth of water.

Block paving, because the jointed structure accommodates small movements. Resin and tarmac perform well too when properly drained.
Does clay soil mean I need a special driveway?+
Not a special surface, but a deeper, membrane-separated, properly compacted base. That is where the money should go.
Is a permeable driveway better in heavy rain?+
Usually, yes — it stops surface water accumulating and reduces run-off onto the pavement.
Should I seal my patio before winter?+
For porous stone in shaded or exposed positions, autumn sealing makes winter cleaning easier.
